The Sum of Us

The title "The Sum of Us" is in contrast to a common underlying feeling many racists have of a Zero Sum relation by which they mean any advantage given to other races is at their expense.  Heather McGhee feels that racial harmony is beneficial to all races.  In fact the book outlines many instances where whites have hurt themselves with their hatred and indifference towards blacks.

This book aligns with my belief that racism will not end until we all understand that it hurts EVERYBODY.  Most of us privileged ones are unaware of the costs of racism.

One early example was an identified racist who studied librairies in different states before the American Civil War.  He discovered that in slave states there were significantly fewer librairies than were in non slave states.  He reasoned that wealth was concentrated among slave owners who were able to restrict funds spent on the poorer white citizens.  This pattern has continued into modern times with less public expenditures in the former slave states.

The Republicans and their 1% supporters have an economic plan that involves paying less taxes and having less regulations.  This will allow them to exploit the less fortunate.  Stated bluntly, most voters would not accept this, so another strategy has emerged.  Stir up natural prejudices and cast blame elsewhere.  Racism and homophobia are effective tools.

We are somewhat aware of many methods of suppressing black votes, but the voting process was set by the Constitution that was decided by wealthy white men.  They allowed only propertied men to vote.  Various political and economic factors forced an expansion to include all white men, black men, women and even lowered the voting age.  The wealthy white men are still trying to control who votes which hurts other whites.

In the 20th century many American cities built public swimming pools, but many whites objected against blacks being so close.  They tried various maneuvers to oust the unwanted blacks, but in many cases the swimming pools ended up being closed and filled in with dirt.

Americans have had a few attempts to offer a public health program to provide health security for all its citizens, but early attempts were thwarted primarily by vested interests with racist strategies playing a role.  When finally Barrack Obama was able to implement such a plan, often referred to as Obamacare it was met with fierce opposition and it became evident that a racist strategy was a key.  The Democrats were forced to use a state by state implementation with southern States resisting, even refusing to accept federal money.  The tragic reality for the voters in these states was it would have benefited more whites than blacks, but of course everyone lost out.   Check:  http://www.therealjohndavidson.com/2019/06/dying-of-whiteness.html

Unions have been a force for improving working conditions, but many kept blacks out, with the blessing of the white owners.  But when unions are unified they have more power.

Climate Change is getting more attention, but again many whites were against efforts to deal with it, partly because wealthy whites had vested interests, but also because Obama crusaded for it.  When Trump got power he automatically tried to undo Obama's legacy.

Housing has historically been how most people develop wealth.   After many years of building equity in a house, the next generation starts off with an advantage.  Blacks were deliberately restricted in obtaining affordable housing.  They ended up living in the poorer parts of town which further limited educational opportunities.

What can be done?  There are many informal efforts and some progress from natural relations, but there is need for faster actions, that only Government can provide.

Reparations is a very touchy subject, but the author suggests one tool might be to allow blacks (who can be traced to enslaved ancestors) be given grants to help with down payments.  The mortgage interest deduction gives an advantage to those who have qualified for a mortgage, but it means everyone else is subsidizing it.  It will take at least a generation to give blacks a chance to accumulate wealth the way many whites have had for over a century.

Misinformation abounds as does fear.  CRT (Critical Race Theory) is actually greatly needed, as much for ignorant whites as for anyone and should be protected as free speech.  There has been a white view taught in American history.  One study showed that only 8% of high school students knew that slavery was a primary cause of the American Civil War.  Social media as been an effective platform for racists beliefs with one example being in June 2020 seven out of ten Facebook shared posts were anti Black Lives Matter.  One retort to Black Lives Matter was that "All Lives Matter" ignoring that in fact black lives had not really been acknowledged.

Education is mainly a state responsibility and in Canada it is controlled by the provinces.  The federal government can offer incentives and guidelines which although likely to be resisted need to be made as enticing as practical.  Eventually students will learn, but it will take at least a generation to be sufficient.

Social media is a key element and there are concerns of censorship.  Hateful ignorant communication needs to be monitored and contested.  Legally there are limitations, but the government has a responsibility to promote truth.

The Supreme Court nomination is happening and we have been promised a black woman, who will also have to be excellent.  Already critics are claiming the decision should not be based on demographics.  They over look that over 120 Supreme Court justices  have been, with the vast majority white men and no black women.  Of course demographics matter as everyone has a different perspective.

The establishment always has the advantage over minorities, but as the minorities are gradually increasing in numbers their leverage will increase.

As a Canadian I have been smug looking at all the racial turmoil in the United States, however looking deeper we are not so different.  In fact it is human nature to emphasize the differences, but we do better when we focus on the similarities.

Dying of Whiteness

When some outsiders look at Americans who apparently vote against their economic self interest we can only think it is pathetic.  Dr Metzl feels they also vote against their own health.  The big question is why?

One predominant reason might be racism and Dr Metzl thought that would be worth exploring.  His strategy to understand better was to concentrate on the states of Missouri, Tennessee and Kansas focusing on gun control, health care and education.

Missouri had relatively restricted gun rules, but since the 1990's the rules had been loosened and by 2014 there were state constitutional amendments to further entrenched rights.  By 2016 Missouri eliminated requirements for training, education, background checks needed to carry concealed  weapons.  By 2014 gun homicides exceeded motor vehicle deaths.

There are federal laws to  limit research on gun use, but using available resources he discovered he could learn useful stats with guns used for suicide.   One of my proudest achievements in university was an essay on suicide commemorating the origins of sociology by Emile Durkheim.  Dr Metzl also uses suicide statistics to analyze.

Dr Metzl took part in some suicide grief support groups while in Missouri.  None of the mostly white people felt guns were the problem even though they were the most common method to kill oneself.  Mental illness was the likely culprit in their opinion and the rest of us needed to watch for indications of depression.  Harvard Public Health research suggested that gun suicide represents "an irreversible solution to what is often a passing crisis."  From 2009 to 2015, non Hispanic white men accounted for nearly 80% of all gun suicides in the United States despite representing less than 35% of the population.

Guns are associated with (white) privilege.  After the Civil War the Ku Klux Klan  took firearms from blacks.  Before 2000 most guns were cited for hunting, but by 2017 67% claimed the motivation for ownership was for protection.  The NRA has long been campaigning guns are needed for protection.  The irony is lost on many gun advocates that guns result in increased accidental and suicidal deaths.  Further protection is a bit illusionary.

For awhile the nation focused on the police shooting an unarmed black man in Ferguson, Missouri.  As background to that tragedy it was learned that budget cuts for Ferguson necessitated that the police force play a role in revenue generation.  This resulted in less concern for protection while increasing hostility.

Dr Metzl took his studies of the effects of the Affordable Care Act to Tennessee where he now lives and works.   African Americans generally support the ACA as they recognize it would be helpful for everyone.  Dr Metzl learned that some whites opposed the ACA (more popularity known as Obamacare) even if it would boost their own health as it would also help minorities or immigrants.  They were willing to jeopardize their own health.  Some resented the fiscal costs while neglecting the cost to their own health.

Others resented the mandate requiring those not buying insurance to pay a tax penalty.  The author points out that this provided herd protection in that the more people participating the less chance for many diseases to spread.

Southern states resisted hospital integration and resented the government forcing them to mix with blacks.  Statistics showed that Obamacare was less liked that the Affordable Care Act.  Many people felt that they should be responsible for their own health care and that those who couldn't, shouldn't be able to abuse a socialized system.  The unfairness of disease and accidents didn't strike many that they could also suffer.  Quoting the author,  "Costs... functioned as a metaphor for concerns about a system that gravely threatened the sense of individualism underpinning particular white notion of health."  As it is, much of the medical expenses of Southerners would be covered by taxes of Northerners.

Dr Metzl moved his research over to Kansas to study how an extreme conservative government effected education.  Kansas at one time had an envied education reputation, but under Sam Brownback taxes were cut under the assumption that business would be attracted and make up the difference in revenue.   Over 200,000 had their income tax eliminated (allowing many to lower their taxes by claiming a business).  Individual had taxes reduced from 6.4% to 3.9%.  Businesses didn't start up or expand enough, so that budgets were cut.  In 2015 regressive cigarette taxes were increased and some deductions used by the poor were cut.

Budgets were cut including education.  Larger class sizes and at one point instruction days reduced.  Early childhood education was cut.  Sex education was another victim of budget cuts as well as for ideological factors.   These moves hurt everyone.  Booker T. Washington is quoted, "You can't hold a man down without staying down with him."  Drop out rates increased and graduation rates declined for all groups except for black females that stayed the same.

Kris Korbach, the Kansas secretary of state was anti-Muslim and practiced voter suppression.  He went onto to help the Trump administration for a brief while.

Malcom X is quoted, "Education is our passport to the future for tomorrow belongs only to those who prepare for it today."

There are many factors that influence legislation.  The wealthy have always had more access to power, but realize in a democracy it is critical to appeal to the masses.  A key way of doing that has been through prejudice.  One theme is that blacks are the ones that whites need protection from.  From an earlier blog here is Lyndon Johnson, "If you can convince the lowest of white men he's better than the best colored man, he won't notice you're picking his pocket."

What to do about racism?  Contact seems essential, but is it enough?  Whites, no matter rich or poor  have cultivated a feeling of superiority towards blacks  It is also true that human interests overlap and hence we are always (at least most of us) are open to borrowing what we like when we can.  Some examples include jazz, Mexican food, Arabic numbers,

That some Europeans came to love jazz (and later rock n roll) didn't instantly make blacks more acceptable, but it did put the toe in the door.  When Jackie Robinson broke a barrier in major league baseball he eventually opened up the door for others to follow as whites wanted to win.  It is true that jazz musicians and baseball players were considered exceptions, but gradually other blacks are respected for more that just their skills.

Anti discrimination laws and racial quotas can help, but they also risk resentment.   In addition to using "sticks" we need to find more ways to use "carrots" perhaps as awarding desirable behavior and offering incentives for integration efforts.  A key platform is education, both to encourage more contact, but also in curriculum.  Too many of us are ignorant about the "other." even though we are all connected.

It is easy to be self righteous but in fact we are all guilty:  http://www.therealjohndavidson.com/2019/07/racism-we-are-all-guilty.html

I highly recommend this book as this puny blog post only attempted to hi-lite a few points.  It helps explain why some people vote against their own economic and health interests and has his own set os suggestions.  You can also check out Dr Metzl's website for more insights, https://www.jonathanmetzl.com

MID TERM RESULTS

The U.S. mid term election results were very upsetting to us liberals.  Can American voters really be that dumb or that apathetic?  They very clearly voted against their own self interest, unless the individual was in the 1% crowd.  The media has to bear some of the blame as they were not at all forthcoming with keeping politicians honest.

It is not true that the Democratic economic policies were ineffective or that the Republican agenda would be an improvement.  It is not true that Obamacare was an abysmal failure.  It is not true that the White House screwed up the Mid East after the previous administration had gotten it under control.

It is true that the Republicans very deliberately  did everything in their power to block Democrat policies and to distort the results.  It is true that the Republicans did what they could to represent the interests of the 1% at the expense of the bottom 90%.  It is true that by denying climate change they are dangerously delaying any remedy.   It is true that Republicans spent a great deal of time and money stirring up false scandals instead of seeking workable compromises.  It is true that under Democrats the economy did improve significantly and that health care dramatically improved for millions of Americans.

Unfortunately we live in the "interesting times"  referred to in a Chinese curse.  Solutions to the many problems require a delicate balance.  Instead we are about to have the rhetorical heat edged up a few notches.

How did they do it?  FEAR, GREED and IGNORANCE.  It is easy to stir fear and greed amongst the ignorant.  People naturally want more out of life and fear a lot of things.  We all have a tendency to think short term, but decisions made today affect everyone for a long time, including our descendants. Everything affects our neighbourhood, but we need to look at a much larger picture.

I would like to run down a few issues to help explain my disappointment.  It may seem a bit disjointed as I should admit I am not in a good mood nor as coherent as I would like.

DEBT is not a good thing.  Yes, spending someone else's money is easy to do and can easily get out of hand.  Waste needs to be targeted, but also priorities within our limited resources need to be determined.  There are many problems that should be dealt with listed elsewhere.  Taxation is not a dirty word.   As others have said it is the price of civilization.  There are more than enough resources to give all the people a better opportunity to contribute and share the rewards.  The very rich benefit from a robust infrastructure, educated population, pollution free atmosphere, legal framework that prevents abuse, defence against our enemies and much more and if they are unwilling to pay their fair share we will all suffer.  Contrary to many perceptions the Democrats handled debt much better than the Republicans.

JOBS are important.  We all need to understand that jobs are generated by consumers, not just investors and innovators.  Not only are the jobless a drain on the economy, unable to support business, but idleness does create bad habits and resentment.  The government is really a facilitator.  Government workers help facilitate their country in countless ways.  Regulations may seem onerous and can certainly be overdone, but without them there would be a dog eat dog world.  We shouldn't be living to work, but we should be working to live. In the future, automation will make it possible for more people to contribute and to enjoy life.  We don't need greedy profiteers steering our future.

INEQUALITY is not just an abstract notion.  If gone too far it has negative impacts on everyone.  Eventually it can lead to revolution and violence.  To some degree it is inevitable, but at some point is unhealthy.  One solution is progressive taxes.  Everyone is entitled to necessities, but those who have benefited from society need to share some of the cost.  A delicate balance.

$4 BILLION CAMPAIGN EXPENSE  This ensures a number of negative things.  More time spent on fundraising than on resolving difficult issues.  More obligations to special interests. There is a need to understand the issues and how they connect, but currently that is all obscured with negative campaigns and manipulating data.  Debates to some extent are artificial, but offer an opportunity to thrash out the issues.  Too many candidates avoid debates and hard questioning.  Each serious candidate should have a platform to explain what they have to offer and why they are the best choice, but ideally this platform should be relatively equal so voters can make an objective choice.  Not likely to happen.

CLIMATE CHANGE:  Who do you believe?  Those with an interest in the status quo or those who have studied the issues in an objective atmosphere?  It requires individuals, but more importantly global co-operation.  We cannot expect the other guy to act first, but need to lead by example and by intelligent argument.  We are all losers if we don't soon come to grips with the problem.  Governments, even though some think they are the problem are necessary to co-ordinate an international response.  What is fair for those invested in current system and what is fair for those not so fortunate?  What are we leaving for future generations?  Some  serious delicate negotiations are required and soon.  Climate deniers need to get with it.

OBAMACARE--this is the most ironic of all.  The path chosen is one originally touted by Republicans.  Americans need to look at the rest of the world--medical costs and medical benefits are much more satisfactory in other developed countries.  Medical problems are not the major cause of bankruptcy in other nations.  Healthcare is essential for the economy and defence of a country.  It is amazing how ordinary people have been fooled on this one.  Republicans show a disdain for making it better.

INTERNATIONAL WAR AND PEACE.  The world can be a dangerous place.  There is distrust and fear that leads to violence.  Ignorance of different countries and cultures is unhealthy.  Americans would benefit from being more multi-lingual.  It seems likely the American posture will be more belligerent.

SOCIAL ISSUES are with some groups so powerful they overcome economic self interest.  Abortions and gay rights still seem to be wedge issues with some segments.  Abortion is the unhappy solution to what some people feel is a problem, an unwanted pregnancy.  Some die and others are rendered sterile in the effort and others end up in poverty.  Sex education and provision of contraceptives have proved to be effective, but are opposed by those who reveal their real motivation is that promiscuity should not be allowed.  That also seems to be a factor for those upset over gay rights.  Why should we reward people for having sinful "fun."  The world needs more love and less hate.

Racial attitudes seem unhealthy.  Many dismiss the "race card" but fail to acknowledge there are racial inequalities in America that go back centuries.  Racial injustice hurts all of us and perhaps this mid term is another example.

WHY?  who really gains from the election results?  The 1% must have gained something because they donated a lot of money for the result.  Surely the other 99% must realize it wasn't much to their benefit.  All of us are guilty of not making enough time and energy to study the issues and to vote our conscience.  The politicians have used their resources to take advantage of us.

I don't mean that one party has all the answers, but we need to examine which one is going in the direction we need.  What needs to change to go in that direction?  Campaign finance, fair voting districts, fairer voting regulations and perhaps most of all a mechanism for truth.  Democracy still seems like a great idea, but last night the American example is a bit tarnished.

MY THOUGHTS ON THE SHUT DOWN

Everyone in the world is concerned about the madness in the United States.  How could such a situation arise. Why would anyone want to shut down the government?   I don't have any inside information, but to me a good part of it is transparent.

The American government has been bought.  There is some wiggle room, but it is diminishing.  Out of any crisis things could change for the better (or not).

Obamacare which he is proud to associate his name or the Affordable Care Act that apparently is more acceptable to American voters is only a symptom of the problem.  The Affordable Care Act is actually a step in the right direction, even if it does offend some of the wealthy or the ignorant.  It is astonishing how many lies have been accepted.   Americans don't question why most other industrial countries have cheaper and more effective health care, or where medical problems are not the most common basis for bankruptcies.  It is true that at the top there is undoubtedly greater medical expertise in the U.S., but that is not accessible to most of the population.

The level of national debt is also used as an excuse, but the concern is hypocritical.  One solution is not all that strange--raise taxes and enforce payment better.  You may be concerned that job creators will be offended.  Of course they will shift jobs to slaves and robots as much as they can, but they should not be rewarded for that.  It is also very short sighted as they depend on a consuming public that now doesn't have the money or the job security.  Being too greedy is like biting the hand that feeds you.  I don't think rich people should bear the entire burden of paying off the debt, but they have benefited the most. in terms of infrastructure, opportunities, educated workers and consumers, and surprisingly (to many of them) regulations.

The debt crisis accelerated with the George W Bush regime with their major tax cuts for the wealthy even in the face of an unnecessary, but expensive war with questionable accounting.  They botched a legitimate war, thereby prolonging it.  The de-regulations and superficial financial oversight were root causes of the disaster that Obama had to deal with while those who caused it constantly complained and wanted to use their previous remedies--lower taxes and less regulation.

The Republicans are now very self righteous (in reality defensive) that they are the ones willing to negotiate and the Democrats are not willing to compromise.  The Affordable Care Act is one example of a compromise--straight from a Republican think tank and adopted by a Republican governor, Mitt Romney himself.  It has proved itself not to be the end of the world, at least in Massachusetts. Republicans routinely tack on repealing Obamacare and abortion demands to unrelated bills to not only make their points (to their base), but slow down government.  There have been over 15 requests to negotiate budgets all rejected by House of Representatives controlled by Republicans.  They now are offering piecemeal bits of budget, to make themselves look good, but avoiding more difficult budget issues.  They don't like it when the Democrats push back.

Americans can blame themselves.  In the 2010 mid term elections the trouble began with lots of criticisms of slow recovery and how awful Obamacare is.  Obama was hemmed in with his idea of a stimulus heavily criticized by Republicans who wanted austerity (except for the military industrial complex) and lower taxes.  Progressives were disappointed that Obama didn't seem to fight harder for their agenda.  Republicans had much less trouble getting out their committed voters.  They were then able to gerrymander voting districts to maximize their resources something which is done every ten years by the winners of state elections and now improved with technology.

Tea partiers are resentful of being called racists, but there is evidence they are not immune to prejudice.  Some surveys have revealed that Obamacare is hated, but the Affordable Care Act is more acceptable.  Racists realize it is not politically correct to use obvious terms such as the N word, but have developed codes.  Many are not so coded with Muslims who are safer to denigrate.  I don't think most Republicans are any more racist than the general population, but they do take advantage of racist thinkers.  Americans are much less racist than they were a century ago, but the feelings have not yet completely died.

I have read that the Republicans are controlled by Evangelicals and Tea Party members neither of whom seem particularly open minded.  Moderate Republicans are still active.  An original cause is that party strategists at one time realized their economic policies were not enough to get power and they harnessed themselves to "social" issues.  Racists used to vote for Democrats, but when Lyndon Johnson signed some Civil Rights legislation Republicans were quick to establish their credentials as against extreme civil rights, and although trying to be politically correct use lots of code to create a bond.  They learned that abortion and gay rights are issues that overcome obvious economic concerns.  Gun rights fit in with corporate agenda.  In my opinion they all made America less of a fair and free place.

Throughout history people have realized money very often decides elections, yet there are fewer and fewer restrictions on political donations.  The recent outrage over the IRS masks the fact that even more campaign financial abuse has been accepted.  It is a complex issue  that boils down to the fact that in order to get elected a candidate is required to spend more money than in the past.  They have to spend more time fundraising.  The money comes with expectations and the big money with greater expectations.  The fundraising time takes away from actually studying the issues and making reasonable compromises with those who have different priorities.  Media benefits from increased advertising revenue and they try to fan their ratings with horse race coverage.

The wealthy have bought their way.  Much of their high income is taxed at 15%, inheritance taxes have been lowered and they are able to hide money offshore.  How can they get away with it?

Why tolerate gerrymandering?  Why tolerate increased voter restrictions?  Why tolerate campaign finance abuse?

How can they get out of this mess? Both sides are accusing each other of causing a major disaster. The Speaker of the House decides which bills are put to a vote and Republicans avoid offering anything that they are not sure will go their way.  A big fear now is that with gerrymandered districts, a Republican has more to fear from their base than they do from a Democratic opponent.

The voters can alleviate the situation in 2014 if they choose to do so.   Some solutions require a long term effort.
